Trailblazer Affectionately known as “The Cone Lady,” Elaine Norland controls traffic and ensures safety on California’s busy streets and freeways. She is the president and CEO of A Cone Zone, a temporary traffic control company that provides road signs and safety services for street closures and construction sites. The company also offers services at parades, marathons and special events like the City of Riverside’s Annual Festival of Lights. With more than 35 years of experience in the construction industry, Elaine is a veteran in the male-dominated field. She learned her way around a construction site when she was just a little girl. She and her six brothers and sisters helped her father, who was an electrical contractor. As an adult, Elaine worked for a home builder and learned everything about building houses from the ground up — from contract administration to hands-on field experience. In 2003, after working three years for a traffic control company, Elaine coupled her construction knowledge with traffic control and opened A Cone Zone. On a shoestring budget, she purchased a used traffic truck, 100 cones, a few signs and an arrow board. She pounded the pavement and literally went knocking on construction trailer doors. She secured her first contract quickly and her company has experienced continued growth and success ever since. Her client list features a Who’s Who of construction contractors like Hillwood, Sukut, Henkels & McCoy, and Atkinson- Walsh, as well as public utilities and municipalities such as Los Angeles Department of Water and Power, L.A. Public Works, City of Riverside, City of Corona, and City of Fontana, to name a few. In 2011, Elaine saw her business double in revenue from less than $1 million to $2.1 million. That year she was also named a finalist for the Spirit of the Entrepreneur Award. Elaine was just honored as the 2016 Women Business Owner of the Year for the State of California by NAWBO as well as a finalist for the 2016 Women Business Owner of the Year for the National NAWBO. A Cone Zone was honored by the Corona Chamber of Commerce on August 12, 2016 with the Award of Excellence Service. Elaine was also a finalist in the general category for the “Spirit of the Entrepreneur 2016” award held last November. Elaine is passionate about serving her clients exceptionally well and credits customer service as the key to her company’s longevity and success. When she’s not working to provide clients with traffic control products and services, Elaine is actively involved in her community. She serves on the board of the Corona-Norco YMCA and is an active member of NAWBO, the Corona Host Lions and the Corona Chamber of Commerce. She is also heavily involved in the fundraising events for Peppermint Ridge, a non-profit organization empowering individuals with developmental disabilities. To keep her young, Elaine is raising her granddaughter, Bailey, and coaching her on the ins and outs of owning a business. An avid outdoors-woman, Elaine enjoys camping, fishing and hunting with her family.
